# What Can a Landlord Deduct for Cleaning From a Deposit in California?

Only reasonable cleaning costs: what it takes to bring the unit back to how clean it was on move-in day. The landlord then has 21 days to return the deposit or send you an itemized list.

In California, a landlord can take only reasonable cleaning costs out of a security deposit, meaning what it costs to get the unit back to the level of cleanliness it had when your tenancy began. Within 21 days of move-out, the landlord has to return the full deposit or send an itemized list of deductions along with whatever balance is left. Any deduction over $125 needs receipts for the labor and materials.

## What can a landlord deduct from a deposit in California?

The rule sits in [California Civil Code §1950.5](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=CIV&sectionNum=1950.5). The [Sacramento County Public Law Library](https://saclaw.org/resource_library/security-deposits/) sums it up plainly: a landlord can deduct for unpaid rent, for damage beyond normal wear and tear, and for reasonable cleaning costs. That last one means cleaning that returns the unit to its move-in cleanliness. Nothing more.

So the yardstick is the day you got the keys, not a showroom. If the place was handed to you clean, it should go back clean, and that's the whole obligation. A landlord who wants it spotless beyond where it started can't bill you for the difference.

## What deadlines and paperwork apply?

| Rule | What it means for you |
|---|---|
| 21 days after move-out | The landlord sends either the full deposit, or an itemized list of deductions plus any remaining balance. |
| Deductions over $125 | The landlord must provide receipts for the labor and materials. |
| Pre-move-out inspection | You can request one. It should happen during the last two weeks of the tenancy, and you get an itemized list of corrections. |
| Bad-faith withholding | The tenant may recover the deposit plus up to twice its amount. |

## Why should you ask for a pre-move-out inspection?

It turns guesswork into a written list.

You're entitled to one if you ask, and it should happen during the last two weeks of the tenancy. Afterward the landlord hands you an itemized list of corrections (think of it as the answer key to the final exam), and you get the chance to fix those items before you turn in the keys, so they can't come back as deductions.

Put the request in writing and book it early enough that there's actually time to do the fixes. One caveat: tenants who are being evicted can't use the inspection.

## How do you avoid a cleaning deduction in practice?

1. **Dig out your move-in record.** Photos or a checklist from move-in day are the baseline the unit gets measured against, so they're worth more than any cleaning product.
2. **Request the pre-move-out inspection** and hang on to the list of corrections that comes out of it.
3. **Clean what inspectors open first.** That's the inside of the oven and refrigerator, the inside of cabinets and drawers, window tracks and sills, baseboards, bathroom fixtures and grout, and the floor where appliances stood. Our [Sacramento-area move-out checklist](/blog/move-out-cleaning-checklist-sacramento) goes room by room through what property managers look at.
4. **Treat hard-water spots properly.** Valley water leaves mineral scale on shower glass and faucets, and a quick wipe just smears it around.
5. **Photograph the empty unit** once the final clean is done, including inside the oven, refrigerator and cabinets.
6. **Keep your receipts** if you pay for professional cleaning.
7. **Circle the 21-day date** on the calendar, counted from move-out, so you know exactly when the deposit or the itemized list is due.

## Can cleaning fix every item on a landlord's list?

No, and it helps to accept that early. Cleaning is one of three deduction categories. It's the one you control most, but damage beyond normal wear and tear is a different animal: scuffed walls that need paint, broken fixtures, a stained carpet. A cleaning crew doesn't solve those. When the inspection list arrives, split it into cleaning items and repair items and plan each on its own track.

## What does a professional move-out clean cover?

Our [move-in/move-out cleaning](/services/move-in-out-cleaning) starts at $375 and we work it against the same kind of checklist property managers carry on inspection day. It covers the inside of every cabinet, drawer and closet, the inside of the oven and refrigerator, window tracks and sills, interior glass within arm's reach, baseboards and door frames done by hand, a full bathroom descale, and floors edge to edge, including the spots where appliances stood. The home needs to be empty or boxed up, with the utilities on.

What it leaves out matters just as much. Carpet shampooing and stain extraction, wall washing and paint touch-ups, exterior windows, garage interiors, hauling away things left behind, and repairs are all outside it. Any of those can still land on a landlord's list, so budget for them separately.

We don't guarantee anyone's deposit. We can't, because the result also turns on damage and paint. What we do promise: if the landlord or property manager flags something on the cleaning and you tell us within 24 hours, we come back and re-clean it free.

*This article is general information about California deposit rules, not legal advice. For your own situation, read the statute or contact the Sacramento County Public Law Library.*

Here's the practical order of operations. Ask for the inspection in those last two weeks, fix what it lists, clean to your move-in photos rather than to perfection, and keep an eye on day 21. If you'd rather hand the cleaning off before the inspection, look at [move-in/move-out cleaning](/services/move-in-out-cleaning) or send your move date through [our contact page](/contact).
